Habeas Corpus: Giving credit where credit is due

I have to give Senators Specter and Leahy their due. They have reintroduced a bill to restore Habeas Corpus. The article says nothing about clarifying the standrads of interrogations so as to again make torture and abuse illegal. I guess that’s just too much.
