Thanks for an excellent summary of the real conditions belied by Dr. Behnke's assertions. I would only add that according to the newly unredacted portions of the Church Report, it seems psychologists utilized portions of the medical records of detainees -- and we can assume this includes mental health records -- in preparing prisoners for interrogations.

The new unredacted sections indicate (italics are my emphasis) that "documentation of medical care is not standardized or rigorous.... Separate detainee medical records are not maintained." A few paragraphs later (pp. 354-255), it's noted that "According to the Director, Psychological Applications Directorate (U.S. Army Special Operations Command), the only reason for sharing any medical information would be to ensure that detainees are treated in accordance with their medical requirements." -- In other words, psychologists acted as gatekeepers for indicating who could and who couldn't medically stand the interrogation, such interrogations including, as noted in your article, "widespread use" of abusive and formally prohibited techniques.
