Scenes from the Iranian revolution

Iran is definitely in a revolutionary situation now. Of course that doesn’t mean that the protesters will win. But it means that there is a definite contest for power and the rebels must try to win. Things have gone far enough that loss means a bloodbath, thousands or tens of thousands arrested, possible mass executions etc. Defeat of the fascist regime is necessary for survival.

Robert Fisk, who is defying the ban on foreign reporters reporting — “I rather think an awful lot of journalists take it too seriously. If you get in a car and go out and see things, no-one’s going to stop you, frankly.” — tells of the military protecting protesters and of policemen smiling at them:

I’ve just been witnessing a confrontation, in dusk and into the night, between about 15,000 supporters of Ahmadinejad – supposedly the president of Iran – who are desperate to down the supporters of Mr Mousavi, who thinks he should be the president of Iran.

There were about 10,000 Mousavi men and women on the streets, with approximately 500 Iranian special forces, trying to keep them apart.

It was interesting that the special forces – who normally take the side of Ahmadinejad’s Basij militia – were there with clubs and sticks in their camouflage trousers and their purity white shirts and on this occasion the Iranian military kept them away from Mousavi’s men and women.

In fact at one point, Mousavi’s supporters were shouting ‘thank you, thank you’ to the soldiers.

One woman went up to the special forces men, who normally are very brutal with Mr Mousavi’s supporters, and said ‘can you protect us from the Basij?’ He said ‘with God’s help’.

It was quite extraordinary because it looked as if the military authorities in Tehran have either taken a decision not to go on supporting the very brutal militia – which is always associated with the presidency here – or individual soldiers have made up their own mind that they’re tired of being associated with the kind of brutality that left seven dead yesterday – buried, by the way secretly by the police – and indeed the seven or eight students who were killed on the university campus 24 hours earlier.

Quite a lot of policeman are beginning to smile towards the demonstrators of Mr Mousavi, who are insisting there must be a new election because Mr Ahmadinejad wasn’t really elected. Quite an extraordinary scene.

There were a lot of stones thrown and quite a lot of bitter fighting, hand-to-hand but at the end of the day the special forces did keep them apart.

Fisk also reports that some official institutions seem to be trying to build bridges to the opposition at the same as the militias are trying to crush them:

You’ve got to realise that what’s happening at the moment is that the actual authorities are losing control of what’s happening on the streets and that’s very dangerous and damaging to them.

It’s interesting that the actual government newspapers reported at one point that Sunday’s march was not provocative by the marchers. They carried a very powerful statement by the Chancellor of the Tehran University, condemning the police and Basij, who broke into university dormitories on Sunday night and killed seven students.

They’ve even carried reports of the seven dead after the march on Sunday … almost as if, not to compromise but they’re trying to get a little bit closer to the other side.

Apparently the regime has blinked. Iranian state-owned Press TV is apparently now actively reporting that hundreds of thousands are at the rally.

1250 GMT: Just to bring home the significance of the previous item, Press TV is state-owned media. Until this morning, it has given almost no attention to the protests against Ahmadinejad’s election. The sudden change to in-depth, even effusive coverage of the demonstrations points to a wider political shift: whether this is in line with a “compromise” accepting the legitimacy of the claims of the protests (and, beyond that, the appeal to the Guardian Council) remains to be seen.

1235 GMT: Press TV is now reporting on “hundreds of thousands” in today’s rally from Enqelab Square to Azadi Square, protesting the outcome of the Iranian election. The gathering is in defiance of the Ministry of Interior’s refusal to give a permit. So far, based on video and on the correspondent’s report, the rally appears to be peaceful and calm.

The security forces are keeping a healthy distance and the Supreme Leader has called for an “investigation” of electoral fraud. While the investigation may be a farce, it constitutes a radical step-down from earlier endorsement of the coup.

Another rally, and a general strike, are planned for tomorrow.

A smash in the face, a kick in the balls – that’s how police deal with protesters after Iran’s poll kept the hardliners in power

First the cop screamed abuse at Mir Hossein Mousavi’s supporter, a white-shirted youth with a straggling beard and unkempt hair. Then he smashed his baton into the young man’s face. Then he kicked him viciously in the testicles. It was the same all the way down to Vali Asr Square. Riot police in black rubber body armour and black helmets and black riot sticks, most on foot but followed by a flying column of security men, all on brand new, bright red Honda motorcycles, tearing into the shrieking youths – hundreds of them, running for their lives. They did not accept the results of Iran’s presidential elections. They did not believe that Mahmoud Ahmadinejad had won 62.6 per cent of the votes. And they paid the price.

“Death to the dictator,” they were crying on Dr Fatimi Street, now thousands of them shouting abuse at the police. Were they to endure another four years of the smiling, avuncular, ever-so-humble President who swears by democracy while steadily thinning out human freedoms in the Islamic Republic? They were wrong, of course. Ahmadinejad really does love democracy. But he also loves dictatorial order. He is not a dictator. He is a Democrator.

Yesterday wasn’t the time for the finer points of Iranian politics. That Mir Hossein Mousavi had been awarded a mere 33 per cent of the votes – by midday, the figure was humiliatingly brought down to 32.26 per cent – brought forth the inevitable claims of massive electoral fraud and vote-rigging. Or, as the crowd round Fatimi Square chorused as they danced in a circle in the street: “Zionist Ahmadinejad – cheating at exams.” That’s when I noticed that the police always treated the protesters in the same way. Head and testicles. It was an easy message to understand. A smash in the face, a kick in the balls and Long Live the Democrator.

Many of the protesters – some of them now wearing scarves over their faces, all coloured green, the colour of Mousavi’s campaign – were trying to reach the Interior Ministry where the government’s electoral council were busy counting (or miscounting, depending on your point of view) Friday’s huge popular national vote. I descended into the basement of this fiercely ugly edifice – fittingly, it was once the headquarters of the Shah’s party, complete with helipad on the roof – where cold chocolate lattes and strawberry fruitcake were on offer to journalists, and where were displayed the very latest poll results, put up at 10.56am Iranian time.

Eighty per cent of the votes had been counted and the results came up as Ahmadinejad 64.78 per cent; Mousavi 32.26 per cent; Mohsen Rezai (a former Revolutionary Guard commander) 2.08 per cent; and Mehdi Karoubi (a former parliament speaker) a miserable 0.89 per cent. How could this be, a man asked me on a scorching, dangerous street an hour later. Karoubi’s party has at least 400,000 members. Were they all sleeping on Friday?

There were a few, sparse demonstrators out for the Democrator, all men, of course, and many of them draped in the Iranian flag because the Democrator – devout Muslim as he always displays himself – wrapped his election campaign in the national flag. Each of these burly individuals handed out free copies of the execrable four-page news-sheet Iran.

“Ahmadinejad,” the headline read, “24 million votes. People vote for Success, Honesty and the Battle against Corruption.” Not the obvious headline that comes to mind. But Mousavi’s Green Word newspaper allegedly had its own headline dictated to it by the authorities – before they shut it down yesterday: “Happy Victory to the People.” And you can’t get more neutral than that.

Back on the streets, there were now worse scenes. The cops had dismounted from their bikes and were breaking up paving stones to hurl at the protesters, many of them now riding their own motorbikes between the rows of police. I saw one immensely tall man – dressed Batman-style in black rubber arm protectors and shin pads, smashing up paving stones with his baton, breaking them with his boots and chucking them pell mell at the Mousavi men. A middle-aged woman walked up to him – the women were braver in confronting the police than the men yesterday – and shouted an obvious question: “Why are you breaking up the pavements of our city?” The policeman raised his baton to strike the woman but an officer ran across the road and stood between them. “You must never hit a woman,” he said. Praise where praise is due, even in a riot.

But the policemen went on breaking up stones, a crazy reverse version of France in May 1968. Then it was the young men who wanted revolution who threw stones. In Tehran – fearful of a green Mousavi revolution – it was the police who threw stones.

An interval here for lunch with a true and faithful friend of the Islamic Republic, a man I have known for many years who has risked his life and been imprisoned for Iran and who has never lied to me. We dined in an all-Iranian-food restaurant, along with his wife. He has often criticised the regime. A man unafraid. But I must repeat what he said. “The election figures are correct, Robert. Whatever you saw in Tehran, in the cities and in thousands of towns outside, they voted overwhelmingly for Ahmadinejad. Tabriz voted 80 per cent for Ahmadinejad. It was he who opened university courses there for the Azeri people to learn and win degrees in Azeri. In Mashad, the second city of Iran, there was a huge majority for Ahmadinejad after the imam of the great mosque attacked Rafsanjani of the Expediency Council who had started to ally himself with Mousavi. They knew what that meant: they had to vote for Ahmadinejad.”

My guest and I drank dookh, the cool Iranian drinking yoghurt so popular here. The streets of Tehran were a thousand miles away. “You know why so many poorer women voted for Ahmadinejad? There are three million of them who make carpets in their homes. They had no insurance. When Ahmadinejad realised this, he immediately brought in a law to give them full insurance. Ahmadinejad’s supporters were very shrewd. They got the people out in huge numbers to vote – and then presented this into their vote for Ahmadinejad.”

But of course, the streets of Tehran were only a hundred metres away. And the police were now far more abusive to their adversaries. My own Persian translator was beaten three times on the back. The cops had brought their own photographers on to the pavements to take pictures of the protesters – hence the green scarves – and overfed plain-clothes men were now mixing with the Batmen. The Democrator was obviously displeased. One of the agents demanded to see my pass but when I showed my Iranian press card to him, he merely patted me on the shoulder and waved me through.

Thus did I arrive opposite the Interior Ministry as the police brought their prisoners back from the front line down the road. The first was a green-pullovered youth of perhaps 15 or 16 who was frog-marched by two uniformed paramilitary police to a van with a cage over the back. He was thrown on the steel floor, then one of the cops climbed in and set about him with his baton. Behind me, more than 20 policemen, sweating after a hard morning’s work bruising the bones of their enemies, were sitting on the steps of a shop, munching through pre-packed luncheon boxes. One smiled and offered me a share. Politely declined, I need hardly add.

They watched – and I watched – as the next unfortunate was brought to the cage-van. In a shirt falling over his filthy trousers, he was beaten outside the vehicle, kicked in the balls, and then beaten on to a seat at the back of the vehicle. Another cop climbed in and began batoning him in the face. The man was howling with pain. Another cop came – and this, remember, was in front of dozens of other security men, in front of myself, an obvious Westerner, and many women in chadors who were walking on the opposite pavement, all staring in horror at the scene.

Now another policeman, in an army uniform, climbed into the vehicle, tied the man’s hands behind his back with plastic handcuffs, took out his baton and whacked him across the face. The prisoner was in tears but the blows kept coming; until more young men arrived for their torment. Then more police vans arrived and ever more prisoners to be beaten. All were taken in these caged trucks to the basement of the Interior Ministry. I saw them drive in.

A break now from these outrages, because this was about the moment that Mousavi’s printed statement arrived at his campaign headquarters. I say “arrived”, although the police had already closed his downtown office – Palestine Street, it was called, only fitting since the Iranian police were behaving in exactly the same way as the Israeli army when they turn into a rabble to confront Palestinian protesters – and Mousavi’s men could only toss the sheets of paper over the wall.

It was strong stuff. “The results of these elections are shocking,” he proclaimed. “People who stood in the voting lines, they know the situation, they know who they voted for. They are looking now with astonishment at this magic game of the authorities on the television and radio. What has happened has shaken the whole foundation of the Islamic Republic of Iran and now it is governing by lies and dictatorship. I recommend to the authorities to stop this at once and return to law and order, to care for the people’s votes. The first message of our revolution is that people are intelligent and will not obey those who gain power by cheating. This whole land of Iran belongs to them and not to the cheaters.”

Mousavi’s head office in Qeitariyeh Street in north Tehran had already been besieged by the Democrator’s loyal “Basiji” volunteers a few hours earlier. They had chucked tear gas at the windows. They were still smouldering when I arrived. “Please go or they will come back,” one of his supporters pleaded to me. It was the same all over the city. The opposition either asked you to leave or invited you to watch them as they tormented the police. The Democrator’s men, waving their Iranian flags, faced off Mousavi’s men. Then, through their ranks, came the armed cops again, running towards the opposition. So whose side were the police really on? Rule number one: never ask stupid questions in Iran.

Last night, all SMS calls were blocked. The Iranian news agency announced that, since there would be no second round of elections, there would be no extension of visas for foreign journalists – one can well see why – and so many of the people who were praised by the government for their patriotism in voting on Friday were assaulted by their own government on Saturday.

Last night, the Democrator was still silent, but his ever-grinning face turned up on the posters of his supporters. There were more baton charges, ever greater crowds running from them. Thus was the courage of Friday’s Iranian elections turned into fratricidal battles on the streets of Tehran. “Any rallies,” announced the Tehran police chief, General Ahmad Reza Radan, “will be dealt with according to the law.” Well, we all know what that means. So does the Democrator.

Mahmoud Ahmadinejad

Mahmoud Ahmadinejad is the blacksmith’s son and former Revolutionary Guard, who, since his surprise victory four years ago, has seemingly gone out of his way to play bogeyman to the US. In his first term in office, Mr Ahmadinejad became known for his fierce rhetoric against America and Israel, his proud promotion of Iran’s nuclear programme and persistent questioning of the Holocaust.

In Iran, he benefited from a surge in petrodollar revenues and has distributed loans, money and other help on his frequent provincial tours. But critics say his free spending fuelled inflation and wasted windfall oil revenues without reducing unemployment. Prices of basics have risen sharply, hitting more than 15 million Iranian families who live on less than $600 a month. He blamed the inflation, which officially stands at 15 per cent, on a global surge in food and fuel prices that peaked last year, and pursued unorthodox policies such as trying to curb prices while setting interest rates well below inflation.

During the campaign, in a series of bitter TV debates with his three rivals, he was repeatedly accused of lying about the extent of price rises. Mir Hossein Mousavi also accused Mr Ahmadinejad, 53, of undermining Iran’s foreign relations with his fiery anti-Western speeches and said Iranians had been “humiliated around the globe” since he was first elected.

During Mr Ahmadinejad’s first term, the UN Security Council imposed three sets of sanctions on Iran over its nuclear programme, which the West suspects has military aims.

Mr Ahmadinejad, the first non-clerical president in more than 25 years, basks in the support of Iran’s Supreme Leader, Ayatollah Ali Khamenei, who called on Iranians to vote for an anti-Western candidate. The Ayatollah ultimately calls the shots in Iran, where the president can only influence policy, not decide it.

Life for President Barack Obama would be a great deal easier if Mir Hossein Mousavi had won Iran’s election. The man who was prime minister during the Iran-Iraq war of the 1980s says he would seek detente with the West, ask Mr Obama to debate at the UN with him, and floated the idea of an international consortium overseeing uranium enrichment in Iran.

On the domestic front, the 67-year-old architect and painter urged a return to the “fundamental values” of the Islamic Republic’s founder, Ayatollah Ruhollah Khomeini. He advocated economic liberalisation, and pledged to control inflation through monetary policies and make life easier for private business. He has also promised to change the “extremist” image that Iran has earned abroad under Mr Ahmadinejad and has hit out at his profligate spending of petrodollars and cash hand-outs to the poor, which, he says, have stoked rising consumer prices. He also advocated removing the ban on private firms owning TV stations.

Mr Mousavi has been politically silent for the past 20 years, but he broke new ground in Iranian campaigning by having his wife, Zahra Rahnavard, a former university chancellor, not only join him on the stump but work for him. The couple even held hands at rallies, rare behaviour for politicians in the socially conservative state. His support was largely urban, and mostly young. He enjoyed also the backing of reformist former president Mohammad Khatami and apparent backing from Mr Khatami’s pragmatic predecessor, Ali Akbar Hashemi Rafsanjani.

He was widely expected to make a close-run thing of the election. But even as he was claiming a premature victory on Friday night, Mr Mousavi was alleging widespread malpractice in the conduct of the election. Where he goes from here – apart from into history – is far from clear.

Iran in turmoil

At this point it appears that Iran’s elections, which had sparked hopes of moderation and gradual progress, have instead resulted in a stolen election followed by protests and a a coup d’etat.

Here is an excellent report from British Channel 4, including footage of the demonstrations:

First, Juan Cole provides evidence, based on irrational election results, that the election was stolen. Here are two of his points:

1. It is claimed that Ahmadinejad won the city of Tabriz with 57%. His main opponent, Mir Hossein Mousavi, is an Azeri from Azerbaijan province, of which Tabriz is the capital. Mousavi, according to such polls as exist in Iran and widespread anecdotal evidence, did better in cities and is popular in Azerbaijan. Certainly, his rallies there were very well attended. So for an Azeri urban center to go so heavily for Ahmadinejad just makes no sense. In past elections, Azeris voted disproportionately for even minor presidential candidates who hailed from that province.

2. Ahmadinejad is claimed to have taken Tehran by over 50%. Again, he is not popular in the cities, even, as he claims, in the poor neighborhoods, in part because his policies have produced high inflation and high unemployment. That he should have won Tehran is so unlikely as to raise real questions about these numbers.

Cole doesn’t think that the current protests will amount to much:

The public demonstrations against the result don’t appear to be that big. In the past decade, reformers have always backed down in Iran when challenged by hardliners, in part because no one wants to relive the horrible Great Terror of the 1980s after the revolution, when faction-fighting produced blood in the streets. Mousavi is still from that generation….

So, there are protests against an allegedly stolen election. The Basij paramilitary thugs and the Iranian Revolutionary Guards will break some heads. Unless there has been a sea change in Iran, the theocrats may well get away with this soft coup for the moment. But the regime’s legitimacy will take a critical hit, and its ultimate demise may have been hastened, over the next decade or two.

It is hard to tell what is going on inside Iran. There are protests. A number of sources say they are the most serious protests in a decade. To a great degree the country is cut off, with cell phone, text, and internet service at least partially suspended. There are rumors that opposition newspapers have been taken over, that opposition leader Mousavi is under house arrest, and that Ali Rafasnjani, leader of the official Iranian Expediency Council and sometime critic of President Ahmadinejad, has resigned. As is usual in such situations, it is impossible to know which, if any, of these rumors are true.

A coup d’etat? They’ve already made one! They’ve created a dictatorship, in fact. Do you know that last night the security forces occupied the offices of many newspapers, to make sure that their reporting on the election was favorable? They changed many headlines. They fixed the election.

The Guards are taking over everything, including many economic institutions. The ministry of the interior is increasing its control in all the provinces.

We have information that Ahmadinejad is thinking about changing the Constitution to allow the president to serve more than two terms, to make his presidency more or less permanent.

Of course, there are strong voices in the establishment that will challenge him. It is not clear that he and the Sepah (the Revolutionary Guard) will be strong enough to overcome them. But there will be clashes over this.

McCoy: CIA torture, and impunity, has a long history

When the Abu Ghraib photos were released in 2004, it seemed that most Americans were shocked by such novel and horrific images, but at least one was not. I’m talking about Alfred McCoy, who had been following the Central Intelligence Agency since the early 1970s, when it unsuccessfully tried to stop the publication of his book, The Politics of Heroin: CIA Complicity in the Global Drug Trade.

As soon as McCoy saw the now grimly iconic images of hooded figures, naked men on leashes, and the like, his reaction — even grimmer than that of the rest of us — was recognition. He had long been studying the CIA’s pioneering research into methods of psychological torture. (The Agency had embarked on this project in the early 1950s, initially studying old Soviet and Chinese methods of interrogating and breaking prisoners.) As a result, he knew that what was unique at Abu Ghraib was not the methods of abuse, but those images. Thanks to cell phones and computers, these could be taken in quantity and passed around by anyone in the vicinity. Those photos, he also knew, were no record of aberrations: they represented policy and were recognizably out of the CIA’s several-decade-old torture playbook.

That this was so still remains little understood today, even though in 2006 McCoy published an important book, A Question of Torture, on the subject (and even earlier wrote a post at TomDispatch laying out some of this grim history). His work has since been incorporated into, for instance, Jane Mayer’s The Dark Side, a striking account of the war on terror as a torture fest. Yet the history offered in his book remains largely ignored or missing-in-action in our world — and without it much of the so-called torture debate of this moment makes less sense than it should.

Recently, McCoy read a front-page New York Times piece headlined “U.S. Relies More on Aid of Allies in Terror Cases,” which began this way: “The United States is now relying heavily on foreign intelligence services to capture, interrogate and detain all but the highest-level terrorist suspects seized outside the battlefields of Iraq and Afghanistan, according to current and former American government officials.”

Again, McCoy quickly recognized ancient history returning to haunt us. After all, until the Bush era, American administrations regularly outsourced torture (and torture techniques) to foreign allies. Confronting the CIA’s Mind Maze
America’s Political Paralysis Over Torture

f, like me, you’ve been following America’s torture policies not just for the last few years, but for decades, you can’t help but experience that eerie feeling of déjà vu these days. With the departure of George W. Bush and Dick Cheney from Washington and the arrival of Barack Obama, it may just be back to the future when it comes to torture policy, a turn away from a dark, do-it-yourself ethos and a return to the outsourcing of torture that went on, with the support of both Democrats and Republicans, in the Cold War years.

Like Chile after the regime of General Augusto Pinochet or the Philippines after the dictatorship of Ferdinand Marcos, Washington after Bush is now trapped in the painful politics of impunity. Unlike anything our allies have experienced, however, for Washington, and so for the rest of us, this may prove a political crisis without end or exit.

Despite dozens of official inquiries in the five years since the Abu Ghraib photos first exposed our abuse of Iraqi detainees, the torture scandal continues to spread like a virus, infecting all who touch it, including now Obama himself. By embracing a specific methodology of torture, covertly developed by the CIA over decades using countless millions of taxpayer dollars and graphically revealed in those Iraqi prison photos, we have condemned ourselves to retreat from whatever promises might be made to end this sort of abuse and are instead already returning to a bipartisan consensus that made torture America’s secret weapon throughout the Cold War.

Despite the 24 version of events, the Bush administration did not simply authorize traditional, bare-knuckle torture. What it did do was develop to new heights the world’s most advanced form of psychological torture, while quickly recognizing the legal dangers in doing so. Even in the desperate days right after 9/11, the White House and Justice Department lawyers who presided over the Bush administration’s new torture program were remarkably punctilious about cloaking their decisions in legalisms designed to preempt later prosecution.

To most Americans, whether they supported the Bush administration torture policy or opposed it, all of this seemed shocking and very new. Not so, unfortunately. Concealed from Congress and the public, the CIA had spent the previous half-century developing and propagating a sophisticated form of psychological torture meant to defy investigation, prosecution, or prohibition — and so far it has proved remarkably successful on all these counts. Even now, since many of the leading psychologists who worked to advance the CIA’s torture skills have remained silent, we understand surprisingly little about the psychopathology of the program of mental torture that the Bush administration applied so globally.

Physical torture is a relatively straightforward matter of sadism that leaves behind broken bodies, useless information, and clear evidence for prosecution. Psychological torture, on the other hand, is a mind maze that can destroy its victims, even while entrapping its perpetrators in an illusory, almost erotic, sense of empowerment. When applied skillfully, it leaves few scars for investigators who might restrain this seductive impulse. However, despite all the myths of these last years, psychological torture, like its physical counterpart, has proven an ineffective, even counterproductive, method for extracting useful information from prisoners.

Where it has had a powerful effect is on those ordering and delivering it. With their egos inflated beyond imagining by a sense of being masters of life and death, pain and pleasure, its perpetrators, when in office, became forceful proponents of abuse, striding across the political landscape like Nietzschean supermen. After their fall from power, they have continued to maneuver with extraordinary determination to escape the legal consequences of their actions.

Before we head deeper into the hidden history of the CIA’s psychological torture program, however, we need to rid ourselves of the idea that this sort of torture is somehow “torture lite” or merely, as the Bush administration renamed it, “enhanced interrogation.” Although seemingly less brutal than physical methods, psychological torture actually inflicts a crippling trauma on its victims. “Ill treatment during captivity, such as psychological manipulations and forced stress positions,” Dr. Metin Basoglu has reported in the Archives of General Psychiatry after interviewing 279 Bosnian victims of such methods, “does not seem to be substantially different from physical torture in terms of the severity of mental suffering.”

A Secret History of Psychological Torture

The roots of our present paralysis over what to do about detainee abuse lie in the hidden history of the CIA’s program of psychological torture. Early in the Cold War, panicked that the Soviets had somehow cracked the code of human consciousness, the Agency mounted a “Special Interrogation Program” whose working hypothesis was: “Medical science, particularly psychiatry and psychotherapy, has developed various techniques by means of which some external control can be imposed on the mind/or will of an individual, such as drugs, hypnosis, electric shock and neurosurgery.”

All of these methods were tested by the CIA in the 1950s and 1960s. None proved successful for breaking potential enemies or obtaining reliable information. Beyond these ultimately unsuccessful methods, however, the Agency also explored a behavioral approach to cracking that “code.” In 1951, in collaboration with British and Canadian defense scientists, the Agency encouraged academic research into “methods concerned in psychological coercion.” Within months, the Agency had defined the aims of its top-secret program, code-named Project Artichoke, as the “development of any method by which we can get information from a person against his will and without his knowledge.”

This secret research produced two discoveries central to the CIA’s more recent psychological paradigm. In classified experiments, famed Canadian psychologist Donald Hebb found that he could induce a state akin to drug-induced hallucinations and psychosis in just 48 hours — without drugs, hypnosis, or electric shock. Instead, for two days student volunteers at McGill University simply sat in a comfortable cubicle deprived of sensory stimulation by goggles, gloves, and earmuffs. “It scared the hell out of us,” Hebb said later, “to see how completely dependent the mind is on a close connection with the ordinary sensory environment, and how disorganizing to be cut off from that support.”

During the 1950s, two neurologists at Cornell Medical Center, under CIA contract, found that the most devastating torture technique of the Soviet secret police, the KGB, was simply to force a victim to stand for days while the legs swelled, the skin erupted in suppurating lesions, and hallucinations began — a procedure which we now politely refer to as “stress positions.”

Four years into this project, there was a sudden upsurge of interest in using mind control techniques defensively after American prisoners in North Korea suffered what was then called “brainwashing.” In August 1955, President Eisenhower ordered that any soldier at risk of capture should be given “specific training and instruction designed to… withstand all enemy efforts against him.”

Consequently, the Air Force developed a program it dubbed SERE (Survival, Evasion, Resistance, Escape) to train pilots in resisting psychological torture. In other words, two intertwined strands of research into torture methods were being explored and developed: aggressive methods for breaking enemy agents and defensive methods for training Americans to resist enemy inquisitors.

In 1963, the CIA distilled its decade of research into the curiously named KUBARK Counter-intelligence Interrogation manual, which stated definitively that sensory deprivation was effective because it made “the regressed subject view the interrogator as a father-figure… strengthening… the subject’s tendencies toward compliance.” Refined through years of practice on actual human beings, the CIA’s psychological paradigm now relies on a mix of sensory overload and deprivation via seemingly banal procedures: the extreme application of heat and cold, light and dark, noise and silence, feast and famine — all meant to attack six essential sensory pathways into the human mind.

After codifying its new interrogation methods in the KUBARK manual, the Agency spent the next 30 years promoting these torture techniques within the U.S. intelligence community and among anti-communist allies. In its clandestine journey across continents and decades, the CIA’s psychological torture paradigm would prove elusive, adaptable, devastatingly destructive, and powerfully seductive. So darkly seductive is torture’s appeal that these seemingly scientific methods, even when intended for a few Soviet spies or al-Qaeda terrorists, soon spread uncontrollably in two directions — toward the torture of the many and into a paroxysm of brutality towards specific individuals. During the Vietnam War, when the CIA applied these techniques in their search for information on top Vietcong cadre, the interrogation effort soon degenerated into the crude physical brutality of the Phoenix Program, producing 46,000 extrajudicial executions and little actionable intelligence.

In 1994, with the Cold War over, Washington ratified the U.N. Convention Against Torture, seemingly resolving the tension between its anti-torture principles and its torture practices. Yet when President Clinton sent this Convention to Congress, he included four little-noticed diplomatic “reservations” drafted six years before by the Reagan administration and focused on just one word in those 26 printed pages: “mental.”

These reservations narrowed (just for the United States) the definition of “mental” torture to include just four acts: the infliction of physical pain, the use of drugs, death threats, or threats to harm another. Excluded were methods such as sensory deprivation and self-inflicted pain, the very techniques the CIA had propagated for the past 40 years. This definition was reproduced verbatim in Section 2340 of the U.S. Federal Code and later in the War Crimes Act of 1996. Through this legal legerdemain, Washington managed to agree, via the U.N. Convention, to ban physical abuse even while exempting the CIA from the U.N.’s prohibition on psychological torture.

This little noticed exemption was left buried in those documents like a landmine and would detonate with phenomenal force just 10 years later at Abu Ghraib prison.

War on Terror, War of Torture

Right after his public address to a shaken nation on September 11, 2001, President Bush gave his staff secret orders to pursue torture policies, adding emphatically, “I don’t care what the international lawyers say, we are going to kick some ass.” In a dramatic break with past policy, the White House would even allow the CIA to operate its own global network of prisons, as well as charter air fleet to transport seized suspects and “render” them for endless detention in a supranational gulag of secret “black sites” from Thailand to Poland.

The Bush administration also officially allowed the CIA ten “enhanced” interrogation methods designed by agency psychologists, including “waterboarding.” This use of cold water to block breathing triggers the “mammalian diving reflex,” hardwired into every human brain, thus inducing an uncontrollable terror of impending death.

As Jane Mayer reported in the New Yorker, psychologists working for both the Pentagon and the CIA “reverse engineered” the military’s SERE training, which included a brief exposure to waterboarding, and flipped these defensive methods for use offensively on al-Qaeda captives. “They sought to render the detainees vulnerable — to break down all of their senses,” one official told Mayer. “It takes a psychologist trained in this to understand these rupturing experiences.” Inside Agency headquarters, there was, moreover, a “high level of anxiety” about the possibility of future prosecutions for methods officials knew to be internationally defined as torture. The presence of Ph.D. psychologists was considered one “way for CIA officials to skirt measures such as the Convention Against Torture.”

From recently released Justice Department memos, we now know that the CIA refined its psychological paradigm significantly under Bush. As described in the classified 2004 Background Paper on the CIA’s Combined Use of Interrogation Techniques, each detainee was transported to an Agency black site while “deprived of sight and sound through the use of blindfolds, earmuffs, and hoods.” Once inside the prison, he was reduced to “a baseline, dependent state” through conditioning by “nudity, sleep deprivation (with shackling…), and dietary manipulation.”

For “more physical and psychological stress,” CIA interrogators used coercive measures such as “an insult slap or abdominal slap” and then “walling,” slamming the detainee’s head against a cell wall. If these failed to produce the results sought, interrogators escalated to waterboarding, as was done to Abu Zubaydah “at least 83 times during August 2002″ and Khalid Sheikh Mohammad 183 times in March 2003 — so many times, in fact, that the repetitiousness of the act can only be considered convincing testimony to the seductive sadism of CIA-style torture.

In a parallel effort launched by Bush-appointed civilians in the Pentagon, Secretary of Defense Donald Rumsfeld gave General Geoffrey Miller command of the new American military prison at Guantanamo in late 2002 with ample authority to transform it into an ad hoc psychology lab. Behavioral Science Consultation Teams of military psychologists probed detainees for individual phobias like fear of the dark. Interrogators stiffened the psychological assault by exploiting what they saw as Arab cultural sensitivities when it came to sex and dogs. Via a three-phase attack on the senses, on culture, and on the individual psyche, interrogators at Guantanamo perfected the CIA’s psychological paradigm.

After General Miller visited Iraq in September 2003, the U.S. commander there, General Ricardo Sanchez, ordered Guantanamo-style abuse at Abu Ghraib prison. My own review of the 1,600 still-classified photos taken by American guards at Abu Ghraib — which journalists covering this story seem to share like Napster downloads — reveals not random, idiosyncratic acts by “bad apples,” but the repeated, constant use of just three psychological techniques: hooding for sensory deprivation, shackling for self-inflicted pain, and (to exploit Arab cultural sensitivities) both nudity and dogs. It is no accident that Private Lynndie England was famously photographed leading an Iraqi detainee leashed like a dog.

These techniques, according to the New York Times, then escalated virally at five Special Operations field interrogation centers where detainees were subjected to extreme sensory deprivation, beating, burning, electric shock, and waterboarding. Among the thousand soldiers in these units, 34 were later convicted of abuse and many more escaped prosecution only because records were officially “lost.”

“Behind the Green Door” at the White House

Further up the chain of command, National Security Advisor Condoleezza Rice, as she recently told the Senate, “convened a series of meetings of NSC [National Security Council] principals in 2002 and 2003 to discuss various issues… relating to detainees.” This group, including Vice President Cheney, Attorney General John Ashcroft, Secretary of State Colin Powell, and CIA director George Tenet, met dozens of times inside the White House Situation Room.

After watching CIA operatives mime what Rice called “certain physical and psychological interrogation techniques,” these leaders, their imaginations stimulated by graphic visions of human suffering, repeatedly authorized extreme psychological techniques stiffened by hitting, walling, and waterboarding. According to an April 2008 ABC News report, Attorney General Ashcroft once interrupted this collective fantasy by asking aloud, “Why are we talking about this in the White House? History will not judge this kindly.”

In mid-2004, even after the Abu Ghraib photos were released, these principals met to approve the use of CIA torture techniques on still more detainees. Despite mounting concerns about the damage torture was doing to America’s standing, shared by Colin Powell, Condoleezza Rice commanded Agency officials with the cool demeanor of a dominatrix. “This is your baby,” she reportedly said. “Go do it.”

Cleansing Torture

Even as they exercise extraordinary power over others, perpetrators of torture around the world are assiduous in trying to cover their tracks. They construct recondite legal justifications, destroy records of actual torture, and paper the files with spurious claims of success. Hence, the CIA destroyed 92 interrogation videotapes, while Vice President Cheney now berates Obama incessantly (five times in his latest Fox News interview) to declassify “two reports” which he claims will show the informational gains that torture offered — possibly because his staff salted the files at the NSC or the CIA with documents prepared for this very purpose.

Not only were Justice Department lawyers aggressive in their advocacy of torture in the Bush years, they were meticulous from the start, in laying the legal groundwork for later impunity. In three torture memos from May 2005 that the Obama administration recently released, Bush’s Deputy Assistant Attorney General Stephen Bradbury repeatedly cited those original U.S. diplomatic “reservations” to the U.N. Convention Against Torture, replicated in Section 2340 of the Federal code, to argue that waterboarding was perfectly legal since the “technique is not physically painful.” Anyway, he added, careful lawyering at Justice and the CIA had punched loopholes in both the U.N. Convention and U.S. law so wide that these Agency techniques were “unlikely to be subject to judicial inquiry.”

Just to be safe, when Vice President Cheney presided over the drafting of the Military Commissions Act of 2006, he included clauses, buried in 38 pages of dense print, defining “serious physical pain” as the “significant loss or impairment of the function of a bodily member, organ, or mental faculty.” This was a striking paraphrase of the outrageous definition of physical torture as pain “equivalent in intensity to… organ failure, impairment of bodily function, or even death” in John Yoo’s infamous August 2002 “torture memo,” already repudiated by the Justice Department.

Above all, the Military Commissions Act protected the CIA’s use of psychological torture by repeating verbatim the exculpatory language found in those Clinton-era, Reagan-created reservations to the U.N. Convention and still embedded in Section 2340 of the Federal code. To make doubly sure, the act also made these definitions retroactive to November 1997, giving CIA interrogators immunity from any misdeeds under the Expanded War Crimes Act of 1997 which punishes serious violations with life imprisonment or death.

No matter how twisted the process, impunity — whether in England, Indonesia, or America — usually passes through three stages:

1. Blame the supposed “bad apples.”

2. Invoke the security argument. (“It protected us.”)

3. Appeal to national unity. (“We need to move forward together.”)

For a year after the Abu Ghraib exposé, Rumsfeld’s Pentagon blamed various low-ranking bad apples by claiming the abuse was “perpetrated by a small number of U.S. military.” In his statement on May 13th, while refusing to release more torture photos, President Obama echoed Rumsfeld, claiming the abuse in these latest images, too, “was carried out in the past by a small number of individuals.”

In recent weeks, Republicans have taken us deep into the second stage with Cheney’s statements that the CIA’s methods “prevented the violent deaths of thousands, perhaps hundreds of thousands, of people.”

Then, on April 16th, President Obama brought us to the final stage when he released the four Bush-era memos detailing CIA torture, insisting: “Nothing will be gained by spending our time and energy laying blame for the past.” During a visit to CIA headquarters four days later, Obama promised that there would be no prosecutions of Agency employees. “We’ve made some mistakes,” he admitted, but urged Americans simply to “acknowledge them and then move forward.” The president’s statements were in such blatant defiance of international law that the U.N.’s chief official on torture, Manfred Nowak, reminded him that Washington was actually obliged to investigate possible violations of the Convention Against Torture.

This process of impunity is leading Washington back to a global torture policy that, during the Cold War, was bipartisan in nature: publicly advocating human rights while covertly outsourcing torture to allied governments and their intelligence agencies. In retrospect, it may become ever more apparent that the real aberration of the Bush years lay not in torture policies per se, but in the President’s order that the CIA should operate its own torture prisons. The advantage of the bipartisan torture consensus of the Cold War era was, of course, that it did a remarkably good job most of the time of insulating Washington from the taint of torture, which was sometimes remarkably widely practiced.

There are already some clear signs of a policy shift in this direction in the Obama era. Since mid-2008, U.S. intelligence has captured a half-dozen al-Qaeda suspects and, instead of shipping them to Guantanamo or to CIA secret prisons, has had them interrogated by allied Middle Eastern intelligence agencies. Showing that this policy is again bipartisan, Obama’s new CIA director Leon Panetta announced that the Agency would continue to engage in the rendition of terror suspects to allies like Libya, Pakistan, or Saudi Arabia where we can, as he put it, “rely on diplomatic assurances of good treatment.” Showing the quality of such treatment, Time magazine reported on May 24th that Ibn al-Sheikh al-Libi, who famously confessed under torture that Saddam Hussein had provided al-Qaeda with chemical weapons and later admitted his lie to Senate investigators, had committed “suicide” in a Libyan cell.

The Price of Impunity

This time around, however, a long-distance torture policy may not provide the same insulation as in the past for Washington. Any retreat into torture by remote-control is, in fact, only likely to produce the next scandal that will do yet more damage to America’s international standing.

Over a 40-year period, Americans have found themselves mired in this same moral quagmire on six separate occasions: following exposés of CIA-sponsored torture in South Vietnam (1970), Brazil (1974), Iran (1978), Honduras (1988), and then throughout Latin America (1997). After each exposé, the public’s shock soon faded, allowing the Agency to resume its dirty work in the shadows.

Unless some formal inquiry is convened to look into a sordid history that reached its depths in the Bush era, and so begins to break this cycle of deceit, exposé, and paralysis followed by more of the same, we’re likely, a few years hence, to find ourselves right back where we are now. We’ll be confronted with the next American torture scandal from some future iconic dungeon, part of a dismal, ever lengthening procession that has led from the tiger cages of South Vietnam through the Shah of Iran’s prison cells in Tehran to Abu Ghraib and the prison at Bagram Air Base in Afghanistan.

The next time, however, the world will not have forgotten those photos from Abu Ghraib. The next time, the damage to this country will be nothing short of devastating.

Samuels: Israeli interests dictate an Iran attack

David Samuels in Slate has a very interesting argument as to Why Israel Will Bomb Iran. In an odd way, it is refreshingly realistic in discussing the issue totally within the context of the national interests of the various actors. In particular, an Israeli attack on Iran is seen as a way that Israel has of extending its usefulness to the US as its main client state in the Middle East:

The key fact of the American-Israeli alliance that most commentators seem eager to elide is that Israel is America’s leading ally in the Middle East because it is the most powerful country in the Middle East….

By shattering the old balance of power in the Middle East with its spectacular military victory in the Six Day War, Israel announced itself to America as the reigning military power in the region and as a profoundly destabilizing influence that needed to be contained. The parallels between Israel’s rise to superpower-client status in the 1950s and 1960s and the Iranian march toward regional hegemony over the past decade are quite striking. Both Israel circa 1967 and modern-day Iran are non-Arab states that utilized innovative military tactics to panic the Arabs. Yet where Iran is a non-Arab country with a population of more than 70 million, Israel was and is a tiny non-Arab, non-Muslim country whose small population and seat-of-the-pants style of leadership made even the country’s modest colonial ambitions seem like a stretch. In the absence of any fixed plan of expansion, or any long-term plan for dealing with its neighbors, Israel decided to use its excess military power and captured lands as a chit that it could exchange for resources provided from outside the region by its wealthy American patron.

This logic leads Israel to take actions to counter its declining importance to the US:

[T]he weaker and more dependent Israel becomes, the more Israeli interests and American interests are likely to diverge. Stripped of its ability to take independent military action, Israel’s value to the United States can be seen to reside in its ability to give the Golan Heights back to Syria and to carve out a Palestinian state from the remaining territories it captured in 1967—after which it would be left with only the territories of the pre-1967 state to barter for a declining store of U.S. military credits, which Washington might prefer to spend on wooing Iran.The untenable nature of this strategic calculus gives a cold-eyed academic analyst all the explanation she needs to explain Israel’s recent wars against Hezbollah and Hamas, its assassinations of Iranian nuclear scientists and engineers, and its 2007 attack on the Syrian nuclear reactor. Israel’s attempts to restore its perceived capacity for game-changing independent military action are directed as much to its American patron as to its neighbors.

This logic will lead, Samuels argues, to an attack on Iran:

An attack on Iran might be risky in dozens of ways, but it would certainly do wonders for restoring Israel’s capacity for game-changing military action….

Short of an Iranian-hostage-rescue-mission-type debacle in which a small Israeli tactical force crashes in the Iranian desert, or a presidential order from Obama to shoot down Israeli planes on their way to Natanz, any Israeli air raid on Iran is likely to succeed in destroying masses of delicate equipment that the Iranians have spent a decade building at enormous cost in time and treasure. It is hard to believe that Iran could quickly or easily replace what it lost. Whether it resulted in delaying Iran’s march toward a nuclear bomb by two years, five years, or somewhere in between, the most important result of an Israeli bombing raid would be to puncture the myth of inevitability that has come to surround the Iranian nuclear project and that has fueled Iran’s rise as a regional hegemon.

For Israel fears that the US will eventually surrender Israel as its primary Middle East client for Iran:

The parallels between Israel’s rise to superpower client status after 1967 and Iran’s recent rise offer another strong reason for Israel to act—and act fast. The current bidding for Iran’s favor is alarming to Israel not only because of the unfriendly proclamations of Iranian leaders but because of what an American rapprochement with Iran signals for the future of Israel’s status as an American client. While America would probably benefit by playing Israel and Iran against each other for a while to extract the maximum benefit from both relationships, it is hard to see how America would manage to please both clients simultaneously and quite easy to imagine a world in which Iran—with its influence in Afghanistan and Iraq, its control over Hezbollah and Hamas, and easy access to leading members of al-Qaida—would be the partner worth pleasing.

In a surprising conclusion, Samuels argues that a Palestinian state will be the price that Israel will have to pay for its attack on Iran, and that this is a price they are quite willing to pay:

The only real downside for Israel of an attack on Iran is Washington’s likely response to the anger of the Arab street and the European street, both of which are likely to express their fierce outrage against Israel and the United States. The price of an Israeli attack on Iran is therefore clear to anyone who reads Al Ahram or the Guardian: a Palestinian state. It seems fair to say that both Israeli Prime Minister Benjamin Netanyahu and Defense Minister Ehud Barak see the establishment of some kind of Palestinian state as inevitable and also as posing real security risks to Israel.

Yet, in a perverse way, the idea that the price of an attack on Iran will be the establishment of a Palestinian state makes the logic of such an attack even clearer. Israel’s leaders know that the security threats inherent in giving up most of the West Bank will be greatly augmented or diminished depending on how a Palestinian state is born. A Palestinian state born as the result of Israeli weakness is a much greater danger to Israel than a state born out of Israeli strength….

The inevitability of a future Palestinian state is the most powerful argument for the inevitability of an Israeli attack on Iran—unless the Iranian nuclear program is stopped by other means. Taking out the Iranian nuclear program is the one obvious avenue by which Israel can turn the debilitating drip-drip-drip of territorial giveaways and international condemnation into a convincing appearance of strength. Destroying a respectable number of Iranian centrifuges will end Iran’s march to regional hegemony and eliminate Israel’s chief rival for America’s affections while also allowing Israel to gain the legal and demographic benefits of a Palestinian state with a minimum of long-term risk.

While I’ve extracted the central argument here, the entire article is well worth reading. I do not know if the argument is correct. But it certainly is plausible.
